Local government is an integral part of the structure of government in the United Kingdom. Its council members are ideally placed to monitor the changing needs of local communities and to plan and implement strategies to meet those needs.
The council members come together at meetings, where they use their combined knowledge and experience, informed by advice from the Clerk & Responsible Finance Officer, to make decisions for both the good governance and the advancement of the community they serve.
The agendas that organise meetings of the council and its sub-committees, the minutes that record the decision making process, and the final decisions resulting from that process, are arguably the most important records produced by local governments. Indeed, these documents provide the full legal record of all the council's business.
Properly structured agendas are the key to efficient and effective council meetings that produce good decisions, made following the analysis of sound advice and constructive debate. The Council's agenda is produced by the Clerk in consultation with the Chairman of the council or committee and input from all Council Members, and contains itemised references to all the business to be discussed at a particular meeting. The agenda, and any supporting information pack, is circulated to Council or Committee Members at least three working days prior to the meeting being convened.
The person presiding at any meeting of council or a committee, usually the Clerk, has legal responsibility for ensuring that minutes of the proceedings are kept. Subsequent to the meeting concluded, the draft Minutes are prepared and circulated to the Council or Committee Members. At the next meeting of the Council or Committee Members agree that the Minutes are an accurate record of the previous meeting, (with or without amendment) and then Resolve to adopt them. At this time the Minutes form a part of the permanent legal record of the council's business and may not be amended further.
